Situation Report #2: ISIS Areas of Control in Eastern Syria and Western Iraq "Nov 2017"

On October 26, SDF forces opened fire on civilians from Al-Minshiye neighborhood who were protesting near Al Raqqa city, demanding to return to their homes. The following day, Syrian Regime Forces and Allied Militias advanced from eastern Homs governorate (T2), reaching within 65 km west of Abukamal. Concurrently, the YPG-led Syrian Democratic Forces established full control over the At-Tanak oil field, 35 km southeast of Mayadin city in southern rural Deir Ezzor governorate, following the withdrawal of ISIS forces. On October 29, Syrian Regime Forces and Allied Militias continued their advances in Deir Ezzor city, seizing control of the Al-A’rfi and Al-Ommal neighborhoods. The next day, these forces pressed toward Abukamal city in southern Deir Ezzor governorate amid intense clashes with ISIS forces centered in the Quriyeh, Ashara subdistrict, 65 km north of Abukamal city. Simultaneously, ISIS combatants withdrew toward the Syrian-Iraqi border after an agreement between the SDF and local tribes, which stipulated that ISIS would evacuate from the eastern bank of the Euphrates River to Abukamal city, handing over control of these communities to the SDF-affiliated Deir Ezzor military council and the Sha’ytat Tribe. By October 31, Al Raqqa city remained inaccessible to humanitarian actors due to the significant presence of Explosive Remnants of War (ERW), with the humanitarian situation severely exacerbated by the lack of functioning bakeries or markets, healthcare, electricity, and a critical shortage of potable water following the destruction of many remaining wells in the city.
